Ukrainian authorities have uncovered multiple draft evasion networks while counterintelligence thwarted Russian plots targeting soldiers, alongside new reports on domestic violence standards.

Ukrainian law enforcement agencies have uncovered several fraudulent operations designed to help draft-eligible men avoid military service, alongside counterintelligence actions and human rights evaluations.

In Kyiv Oblast, prosecutors exposed a scheme where private schools charged $10,000 upfront plus $700 monthly to fake-hire men as teachers for deferrals. Separately, the State Bureau of Investigation charged three individuals running a $5,000 to $13,000 operation to illegally transport active service members away from military units. Law enforcement also highlighted an increasing trend of men marrying women with disabilities to legally secure draft exemptions.

Meanwhile, the Security Service of Ukraine reported thwarting over 50 Russian intelligence plots involving recruited Ukrainian women who targeted soldiers on staged dates with poison or explosives. Additionally, the Council of Europe issued its first comprehensive evaluation on Ukraine's progress implementing the Istanbul Convention against domestic violence.
