Russian missile and drone strikes hit Ukrainian infrastructure, killing 13 in Kyiv and 15 in Kryvyi Rih, while Italy rejects troop deployments.

Emergency workers in Ukraine continue rescue operations following widespread overnight Russian missile and drone attacks targeting civilian infrastructure in Kyiv, Odesa, and Chernihiv. Ukrainian President Volodymyr Zelensky confirmed at least 13 deaths and 40 injuries in the capital region.

The offensive follows a devastating strike on Ukraine's largest shopping center in Kryvyi Rih, which killed 15 people and injured 130. EU Foreign Policy Chief Kaja Kallas condemned the action, stating it "shows the depravity of Russia," while Zelensky urged UN Secretary-General António Guterres to intervene.

In military and diplomatic developments, Ukrainian forces targeted a major Lukoil oil refinery, while Moscow indicated ongoing negotiations regarding a potential prisoner exchange. Meanwhile, the Kremlin issued warnings to the United Kingdom after London permitted local manufacturing of Scalp cruise missiles in Ukraine. Italy reiterated its firm refusal to deploy troops or participate in upcoming multinational maneuvers.
