Russian missile and drone attacks killed 15 people in Ukraine, prompting Ukrainian retaliatory drone strikes on a Russian oil refinery and joint missile agreements.

Russia launched a large-scale overnight attack using drones, ballistic, and cruise missiles against Ukrainian infrastructure in Kyiv, Odesa, Chernihiv, and Kryvyi Rih. A raid on a Kryvyi Rih shopping center left at least 15 people dead and more than 100 injured. European Union Foreign Policy Chief Kaja Kallas stated the assault "shows the depravity of Russia," while Ukrainian President Volodymyr Zelensky urged the United Nations to intervene to stop the war.

In response, Ukrainian drones struck a major Lukoil oil refinery inside Russian territory. Concurrently, the United Kingdom and France authorized the local production of Scalp cruise missiles within Ukraine. Italy confirmed it will abstain from planned multinational military drills in October, reiterating its firm stance against sending personnel. Meanwhile, Russian officials stated that preparations for a prospective prisoner exchange remain underway.
