Russia expands mobilization readiness as Western officials project prolonged conflict

Russian authorities are escalating preparations for a potential new military mobilization following September's State Duma elections, according to media reports citing Western intelligence and regional indicators. Exercises testing housing, equipping, and logistical arrangements for conscripts have recently been conducted, including in the Kaliningrad region.

While President Vladimir Putin has not formally declared a second draft wave, mounting casualties and the escalating financial cost of recruiting contract soldiers are intensifying pressure on the Kremlin. Analysts suggest that additional troops will be critical for planned offensives targeting Ukrainian strongholds in Sloviansk and Kramatorsk. Furthermore, Western officials anticipate that combat operations could intensify sharply, with planning now accounting for high-intensity conflict extending through 2027. Legal and digital infrastructure, including an electronic military service registry, has already been finalized to enable rapid conscription if ordered.
