Russian authorities are conducting mobilization exercises and logistical reviews as analysts anticipate a potential draft following September elections.

Western intelligence analysts and reports indicate Russian military authorities have conducted readiness exercises, including in the Kaliningrad region, to test logistical capabilities for a potential new wave of mobilization. Regional drills reportedly focused on housing, equipping, and arming prospective recruits ahead of anticipated autumn military campaigns.

Although a formal mobilization decree has not been issued, analysts suggest any decision is likely deferred until after September's State Duma elections. Mounting battlefield casualties, combined with the rising financial costs of securing voluntary contract soldiers, continue to pressure Moscow's manpower supply. Military strategists anticipate that planned offensives in eastern Ukraine targeting Sloviansk and Kramatorsk will require substantial reinforcements, potentially extending high-intensity combat through 2027.
