Moldova proposes new tax rules on e-commerce and agriculture, while Romania faces energy pressure and warnings from the European Commission.

Moldovan authorities have published draft fiscal reforms proposing a 20% value-added tax and a 12 MDL fee on foreign online shipments under €150 to align conditions for domestic and international retailers. However, agricultural group "Forța Fermierilor" strongly opposes a separate proposal raising VAT on grains and oilseeds from 8% to 12%, cautioning that it "could be the last drop" leading to mass bankruptcies. Government officials affirmed that all tax proposals remain open for public consultation.

In Romania, major supermarket chains have implemented voluntary energy-saving measures to relieve national grid stress. Concurrently, the European Commission cautioned Bucharest that failing to meet recovery commitments tied to decarbonisation legislation risks financial penalties. Meanwhile, China has launched a global tax audit initiative targeting high-net-worth individuals for back taxes dating to 2000.
