Ukrainian service members and veterans have outlined systemic concerns regarding army rotations, supply lines, and mobilization procedures.

Ukrainian service members and veterans have publicly highlighted administrative and logistical shortcomings within the nation's armed forces, advocating for structural reforms to army policies.

Frontline surgeon Bohdan Zhuravel cautioned that prolonged deployments without clear rotations undermine troop morale, stating that current policies leave personnel feeling like "serfs for civilians." On logistics, drone unit commander Yurii Butusov stated that frontline leaders must constantly secure basic unit supplies independently due to a lack of institutional accountability.

Administrative practices have also drawn scrutiny. An investigation by Українська правда detailed inequalities in the military honors system, noting that awards are frequently directed to brigade headquarters staff rather than combat soldiers. Additionally, serviceman Pavlo Kazarin highlighted that enhancing fairness in mobilization requires reforming military medical evaluation commissions and deferment mechanisms.
