Ukrainian service members and veterans have raised concerns regarding ongoing issues in mobilization, logistics, rotations, and military award distribution.

Active Ukrainian service members and veterans have raised concerns over persistent institutional challenges within the country's armed forces, including mobilization policies, logistical distribution, and military honors.

Frontline medical staff noted that long-serving troops remain without rotations, arguing that government policies currently prioritize civilians over soldiers. Separately, drone unit commanders highlighted a lack of institutional accountability for frontline supplies, stating that commanders are frequently left to secure critical equipment independently.

Critiques also extend to administrative procedures. A study examining veteran experiences indicated that military decorations are disproportionately retained by headquarters rather than awarded to frontline combatants. Service members additionally advocated for reforming military medical evaluation boards and adjusting deferment policies to improve draft fairness.
