Ukrainian service members and observers have detailed internal challenges regarding rotations, frontline supply accountability, medal distribution, and mobilization fairness.

Ukrainian military personnel and commentators have outlined several internal administrative, logistical, and rotational difficulties impacting the country's armed forces.

Frontline surgeon Bohdan Zhuravel cautioned that prolonged deployments without regular rotations leave troops exhausted, warning that officials prioritize civilian concerns over soldiers' welfare. Drone unit commander Yuriy Butusov noted a lack of centralized operational accountability, stating that officers must independently secure routine frontline supplies.

Additionally, an investigation highlighted imbalances in the military award system, noting that commendations are often disproportionately assigned to command headquarters rather than lower-ranking frontline soldiers. Meanwhile, serviceman Pavlo Kazarin stated that reforming medical evaluation commissions and occupational deferments remains vital to improving public trust and ensuring equitable mobilization.
