Ukrainian service members and veterans highlight administrative and logistical shortcomings within the military, urging reforms to rotations, supplies, and awards.

Ukrainian service members and veterans have highlighted administrative and logistical shortcomings within the nation's armed forces, urging structural policy updates.

Frontline surgeon Bohdan Zhuravel warned that prolonged deployments without clear rotations undermine morale, stating that current policies leave personnel feeling like "serfs for civilians." On logistics, drone unit commander Yurii Butusov stated that field leaders must constantly secure basic unit supplies independently due to a lack of institutional accountability.

Administrative practices have also drawn scrutiny. An investigation by Українська правда detailed inequalities in the military honors system, noting that awards are frequently directed to brigade headquarters staff rather than combat soldiers. Additionally, serviceman Pavlo Kazarin highlighted that enhancing fairness in mobilization requires reforming military medical evaluation commissions and deferment mechanisms.
