Ukrainian law enforcement exposed draft evasion schemes involving fake teacher hires and illegal transports, while counterintelligence thwarted Russian plots targeting soldiers.

Ukrainian authorities have exposed multiple draft evasion schemes across the country. In Kyiv Oblast, prosecutors uncovered private educational institutions charging $10,000 upfront and $700 monthly to fake-hire draft-eligible men as teachers for military deferrals. Separately, the State Bureau of Investigation charged three individuals running an illicit operation to transport active servicemen away from military units for up to $13,000. Concerns also grew over men contracting marriages with women with disabilities to obtain exemptions.

In security developments, the Security Service of Ukraine stated it prevented over 50 Russian plots involving recruited women targeting soldiers on staged dates with poison or explosives. Meanwhile, the Council of Europe published its first evaluation assessing Ukraine's implementation of the Istanbul Convention on preventing violence against women.
