Ukrainian officials and media report widespread draft-evasion schemes, recruitment center violations, and thwarted assassination attempts against military personnel.

Ukrainian authorities and human rights monitors have detailed widespread draft-evasion schemes, mobilization abuses, and security threats involving military personnel.

In Kyiv Oblast, prosecutors uncovered a network selling fake teaching posts at private lyceums for $10,000 upfront plus $700 monthly to secure draft deferments. Meanwhile, the State Bureau of Investigation charged three individuals running a $5,000–$13,000 scheme to smuggle servicemen away from military units. Additionally, media reports highlighted draft-eligible men using sham marriages with disabled women to gain exemptions.

Separately, Human Rights Commissioner Dmytro Lubinets reported systemic violations at the Berehove recruitment center, where officials illegally stripped men of valid deferments. On national security, the Security Service of Ukraine disclosed it prevented over 50 assassination attempts against soldiers by Russian-recruited women via fake dates.
