Ukraine is accelerating domestic missile and glide bomb manufacturing to counter Russian attacks as U.S. Patriot licensing faces multi-year regulatory hurdles.

Ukraine is seeking to strengthen its air defense and strike capabilities amid severe Russian ballistic missile attacks and bureaucratic delays in acquiring Western military hardware. President Volodymyr Zelenskyy confirmed that establishing localized production of Patriot air defense systems under U.S. licenses will take between one and several years.

To manage this extended window of ballistic vulnerability, Ukrainian defense developers are advancing alternative domestic solutions. Two local companies are actively engineering indigenous ballistic missiles, although mass manufacturing continues to face technological obstacles. Meanwhile, public-private defense partnerships have completed testing on the domestic "Equalizer" glide bomb kit. Developed by DG Industry with the Brave1 cluster, the module converts unguided aviation bombs into long-range precision weapons compatible with Soviet-era fighters and incoming Western aircraft.
