Ukrainian cities face heavy Russian bombardment as Rome declines participation in autumn coalition maneuvers and London backs joint missile production.

A series of heavy Russian missile and drone attacks targeted civilian infrastructure across Ukraine, striking Kyiv, Odesa, Chernihiv, and Kryvyi Rih. A strike on a Kryvyi Rih shopping center killed at least 15 people and injured over 130, drawing condemnation from EU Foreign Policy Chief Kaja Kallas, while Ukrainian President Volodymyr Zelensky appealed to the United Nations for action.

In retaliatory moves, Ukrainian forces launched a raid on a Russian Lukoil oil refinery. Meanwhile, Moscow indicated that negotiations for a prisoner exchange remain active.

Diplomatically, the United Kingdom authorized joint French-Ukrainian production of SCALP cruise missiles, drawing warnings from the Kremlin. Italy reiterated its firm opposition to sending troops to Ukraine, confirming it will not join multinational coalition exercises planned for this autumn.
