Ukraine is expanding domestic arms manufacturing, including glide bomb conversions and missile projects, as Patriot production licensing faces multi-year delays.

Ukraine is increasing efforts to expand its domestic arms production as heavy Russian ballistic missile strikes continue to target critical infrastructure. President Volodymyr Zelenskyy noted that establishing local manufacturing for American Patriot air defense systems under U.S. licenses could take from 12 months to several years due to regulatory and bureaucratic delays.

To address immediate capability gaps, Ukrainian defense forces are procuring the "Equalizer" glide bomb module. Developed by DG Industry alongside the Brave1 tech cluster, the system converts standard unguided munitions into precision-guided weapons compatible with Soviet-era jets and Western aircraft. Additionally, two Ukrainian defense enterprises are advancing domestic ballistic missile development, though technical hurdles continue to delay mass production.
