Independent mappers report stalled Russian advances across Ukraine, while Moscow intensifies strikes on Kyiv's power infrastructure ahead of winter.

Independent assessments indicate Russian military advances across Ukraine have largely stalled through late September, contradicting claims of significant progress from Moscow. Mapping data from the Institute for the Study of War and the DeepState project recorded virtually no net territorial changes over a four-week period, despite continued Russian attacks along the front line. Meanwhile, Finnish monitoring group Black Bird Group noted limited Russian gains of 133 square kilometers in August, offset by localized Ukrainian counterattacks, particularly near Oleksandrivka where Ukrainian forces have reclaimed 26 settlements since January.

Concurrently, Russian forces have escalated long-range bombardments targeting Ukrainian energy facilities ahead of winter. Ukrainian officials confirmed recent strikes on power infrastructure in Kyiv and surrounding regions were the largest since the end of the previous heating season, as Ukrainian air defense drone interception rates declined from 92 percent in May to 83 percent in September.
