Russian military authorities have conducted logistical exercises to prepare for a potential military mobilization following September's State Duma elections.

Western intelligence and media reports indicate that Russia is establishing logistical readiness for a potential second wave of military mobilization following the State Duma elections on September 18–20.

Logistical drills, including exercises in the Kaliningrad region, tested procedures to house, equip, and supply prospective conscripts. Regional authorities have also updated military registration databases and corporate deferral protocols. While Russian President Vladimir Putin has not officially decreed a new draft, severe battlefield losses, chronic manpower deficits, and the mounting financial burden of attracting contract recruits have intensified pressure on the Kremlin.

Western officials caution that high-intensity hostilities could endure until 2027 as Russian troops prepare for anticipated offensives toward Sloviansk and Kramatorsk.
