Russian authorities are preparing infrastructure and digital registries that could support a potential military mobilization after September's elections.

Russian authorities are conducting preparations that could support a potential new wave of military mobilization following September's State Duma elections. Logistics exercises testing housing, equipment, and conscript integration have been carried out in regions such as Kaliningrad.

While President Vladimir Putin has not formally declared a second draft wave, rising personnel losses and the escalating financial cost of recruiting contract soldiers are placing pressure on the Kremlin. Western officials and military analysts suggest additional troops will be critical for planned offensives targeting Ukrainian strongholds in Sloviansk and Kramatorsk. Furthermore, Western intelligence anticipates combat operations could intensify sharply, with planning now extending through 2027. Legal and digital systems, including an electronic military registry, have been finalized to facilitate rapid conscription if ordered.
