Croatia weighs wage growth and industrial plans amid economic warning signs

Croatian Prime Minister Andrej Plenković announced wage increase targets through 2028 alongside a €3 billion industrial plan, as economists warn of lagging productivity.
Croatian Prime Minister Andrej Plenković announced plans to raise the country's average net monthly wage to €1,600 by 2028, alongside upcoming consultations in October to adjust the current €1,050 gross minimum wage. The announcement coincides with the government unveiling its National Industrial Development Plan through 2034, which commits nearly €3 billion to expand manufacturing's GDP share and modernise technological infrastructure.
Although Croatia registered its 22nd consecutive quarter of GDP expansion, experts expressed caution regarding long-term sustainability. Mislav Balković, head of the Croatian Employers' Association, emphasized that rising labor costs continue to outpace productivity gains. Meanwhile, economist Ljubo Jurčić described the economy as floating "without an engine and without a rudder," arguing that growth exceeding five percent is necessary to ensure stability.
