Death toll rises in Ukraine after heavy Russian strikes target civilian infrastructure
Casualties in Ukraine have mounted after widespread Russian strikes, while Western intelligence reports Moscow is testing its mobilization infrastructure.
Casualties have increased across Ukraine following Russian missile and drone strikes on civilian infrastructure, including an attack on a Kryvyi Rih shopping center that killed at least 15 people and injured 130. EU High Representative Kaja Kallas condemned the raid, while Ukrainian President Volodymyr Zelensky urged UN Secretary-General António Guterres to intervene to halt the war.
In retaliatory operations, Ukrainian forces struck a Lukoil refinery in Russia. Meanwhile, France and the United Kingdom authorized local Ukrainian production of Scalp cruise missiles, whereas Italy reiterated it will not send troops or join planned joint exercises. Western intelligence reports also indicate Moscow is conducting nationwide tests of its recruitment apparatus to evaluate capacity for potential future mobilization.
