Moldova advances grain import licensing and tobacco regulations amid economic shifts
Moldova is implementing grain import licensing, confronting tobacco industry disputes over nicotine pouch regulations, and executing major contraband seizures.
The Moldovan government is implementing several regulatory and enforcement measures across multiple sectors. Prime Minister Vasile Tofan announced plans to temporarily reintroduce grain import licensing through October 31 to support domestic agriculture. Simultaneously, the appointment of Romanian lawmaker Claudiu Năsui as Minister of Economic Development and Digitalization has drawn mixed reactions, with political observers noting potential social friction over proposed economic reforms.
In public health, authorities and industry representatives remain at odds over oral nicotine pouches. The Ministry of Education launched an informational campaign highlighting risks to minors and asserting that sales are banned under national law. However, Philip Morris introduced the product shortly before statutory restrictions took effect, claiming legal provisions allow commercialization until June 2027. Separately, police in northern Moldova seized 1.9 million contraband cigarettes in an operation targeting an organized smuggling ring.
