Ukraine targets Russian oil refinery as Western allies approve local missile production

Diplomatic and military developments intensified following widespread Russian missile and drone strikes across Ukraine, which targeted civilian infrastructure in Kyiv, Odesa, Chernihiv, and Kryvyi Rih. European Union Foreign Policy Chief Kaja Kallas remarked that the assault "shows the depravity of Russia," as Ukrainian President Volodymyr Zelensky appealed to the United Nations to help end the conflict.

In response, Ukrainian forces launched a drone strike on a major Lukoil oil refinery in Russia. Simultaneously, the United Kingdom and France approved the local production of Scalp cruise missiles inside Ukraine. Addressing upcoming multinational military exercises planned for October, Italy confirmed it will abstain, reiterating its opposition to deploying troops. Meanwhile, Moscow stated that negotiations for a prospective prisoner exchange remain ongoing.
