Russian air strikes devastated several Ukrainian regions, prompting Ukrainian drone retaliation against a Russian refinery and new European defense commitments.

Russian forces launched extensive overnight air strikes combining ballistic missiles, cruise missiles, and drones across Ukraine, hitting infrastructure in Kyiv, Odesa, Chernihiv, and Kryvyi Rih. A direct hit on a Kryvyi Rih shopping center left at least 15 dead and over 130 injured, leading EU High Representative Kaja Kallas to denounce "the depravity of Russia." Initial reports differed on total casualties as rescue operations continued across multiple regions.

In response, Ukrainian drones targeted a major Lukoil oil refinery inside Russia. Meanwhile, the United Kingdom and France approved local production of Scalp cruise missiles in Ukraine. Addressing security commitments, Italy reaffirmed its decision not to send troops or join scheduled October multinational drills. Kremlin officials noted that negotiations over potential prisoner exchanges remain under active discussion.
