Russian forces targeted Kyiv with overnight drones while EU Commission chief Ursula von der Leyen warned against Russian hybrid operations in Europe.

Russian forces launched another wave of overnight drone strikes against Kyiv, injuring a resident following Ukrainian President Volodymyr Zelensky's address to the United Nations General Assembly. In his speech, Zelensky accused Russian leadership of instigating the war. Moscow's defense ministry subsequently announced a renewed campaign targeting Ukrainian energy infrastructure. In response, Ukrainian forces have intensified long-range strikes on Russian oil refineries and fuel depots, forcing Moscow to import fuel to satisfy domestic demand.

Concurrently, European Commission President Ursula von der Leyen issued a stern warning regarding hybrid operations, stating, "We do not tolerate attacks on EU soil." Her statement follows German investigations into explosive drone incidents near Leipzig, where authorities identified two suspects with ties to Moscow.
