Speculation grows over a potential new Russian mobilization wave following September Duma elections as technical frameworks and exercises advance.

Speculation is growing regarding a potential new wave of military mobilization in Russia following the upcoming State Duma elections in September. Reports indicate that the Russian military recently conducted logistics exercises, including in the Kaliningrad region, to evaluate housing, equipping, and supplying prospective conscripts.

Although President Vladimir Putin has not formally issued a mass draft decree, technical infrastructure—such as an electronic military registry and revised corporate record-keeping rules—has been established. Rising financial incentives for contract recruits and high frontline casualty rates continue to place pressure on manpower reserves ahead of anticipated combat in eastern Ukraine. Western officials and analysts expect fighting could extend through 2027.
