Western intelligence reports indicate Russia is testing mobilization readiness and expanding digital infrastructure ahead of potential post-election conscription.

Western intelligence officials and media reports indicate that Russia is testing its readiness for a potential new mobilization wave following the State Duma elections in September. Recent regional exercises, including in the Kaliningrad region, evaluated housing, logistics, and equipment distribution for conscripts.

Although Russian President Vladimir Putin has not formally declared a mass enlistment drive, digital infrastructure—such as an electronic military registry—and employer record-keeping requirements are active. High casualty rates and escalating sign-on bonuses for voluntary contract recruits have intensified pressure on manpower. Analysts suggest any official decree will likely follow the September polls, as forces prepare for intensive combat operations targeting key positions in Donetsk, including Sloviansk and Kramatorsk. Western assessments indicate hostilities could extend through 2027.
