Romania will launch its Casa Verde Baterii program in October under new scoring criteria, amid prosumer backlash over eligibility rules and administrative delays.

Romania's Ministry of Environment has published draft guidelines for the Casa Verde Baterii program, which is scheduled to launch in October with a budget between 400 million and 500 million lei. Moving away from the previous first-come, first-served model, the initiative will score applicants based on their personal financial contributions and installed storage capacity.

While some beneficiaries report significant utility bill reductions from state-subsidized solar and battery installations, the program faces criticism. Prosumer representatives expressed frustration over draft criteria that disqualify existing storage owners, calling the provisions "e de neînțeles" ("incomprehensible"). Furthermore, applicants reported administrative delays, excessive bureaucracy, and contractor price quotes significantly exceeding market rates.
