Polish defense experts warn that record outlays reaching 4.81 percent of GDP by 2026 must be paired with systemic reforms to achieve genuine military readiness.

Polish defense experts and think tanks are calling for comprehensive institutional reforms to ensure the country's record military expenditures yield genuine operational readiness. Poland's defense budget is projected to reach 4.81 percent of gross domestic product, or 200.1 billion zlotys, by 2026. The budget supports major procurement programs, including Abrams and K2 tanks, HIMARS rocket systems, and F-35 fighter aircraft.

However, reports from groups including Rozwój Plus and the Defence Institute warn that acquiring advanced hardware is insufficient on its own. Analysts emphasize that without structural overhauls to procurement frameworks, mobilization protocols, and personnel management, the defense system risks strategic drift. Experts contend that building institutional capacity is critical to absorbing a potential first strike and maintaining effective deterrence against Russian aggression.
