Polish analysts stress that record defense spending reaching 4.81 percent of GDP by 2026 must be matched by institutional reforms to ensure combat readiness.

Polish military analysts and think tanks are urging comprehensive institutional reforms to match the country's surging defense budget, which is set to reach 4.81 percent of gross domestic product by 2026.

While record outlays have funded major equipment purchases—including F-35 fighter aircraft, Abrams tanks, and HIMARS rocket systems—experts caution that advanced hardware alone will not guarantee effective deterrence against potential Russian aggression. Recent reports from organizations such as Rozwój Plus and the Defence Institute highlight critical vulnerabilities in command structures, mobilization protocols, personnel retention, and acquisition systems.

Analysts argue that without structural modernization, high defense outlays risk failing to deliver sustained combat readiness. To effectively absorb the increased spending, which will top 200 billion zlotys, commentators emphasize that Warsaw must reform its arms procurement architecture and ensure its forces are prepared to withstand an initial military strike.
