Moldovan lawmakers have approved tighter tobacco health warnings while soft drink producers campaign against a proposed 2027 excise tax.

Moldova's parliament has passed first-reading legislation strengthening tobacco controls, requiring updated health warnings on cigarette packaging and stricter disclosures for manufacturers. The measures, drafted by the Ministry of Health, aim to emphasize the risks of smoking to families and pregnant women.

Simultaneously, tobacco major Philip Morris faces scrutiny after launching nicotine pouches shortly before a June 2026 prohibition comes into force, claiming sales remain permissible until mid-2027 under its legal interpretation.

Meanwhile, non-alcoholic beverage producers are calling for the withdrawal of a planned 1.60 lei per liter excise tax on sweetened and energy drinks set for 2027. Sector representatives warn the tax could increase retail prices by up to 34 percent, reduce sales, and trigger job cuts.
