Croatia announced ambitious salary targets and a €3 billion industrial plan, though economists warn slowing growth and low productivity pose risks.

Croatian Prime Minister Andrej Plenković announced targets to raise average monthly salaries to €1,600 by 2028, with October consultations planned to adjust the minimum wage. The administration also introduced a €3 billion industrial strategy through 2034 to modernize manufacturing.

While Croatia recorded its 22nd consecutive quarter of economic expansion, business leaders and analysts cautioned that growth momentum is slowing. Mislav Balković, head of the Croatian Employers' Association, stressed that labor costs are rising faster than productivity gains, advocating for private-sector-led development. Economist Ljubo Jurčić delivered a more critical evaluation, arguing the economy is floating "without an engine and without a rudder" and warning that growth must exceed five percent as consumer demand cools.
