Croatia plans wage hikes and €3 billion in industrial investments, but analysts warn that growth is slowing while productivity lags behind labor costs.

Croatian Prime Minister Andrej Plenković announced plans to increase the average monthly wage to €1,600 by 2028, with consultations scheduled for October to adjust the gross minimum wage from its current €1,050. Alongside wage ambitions, the government launched a National Industrial Plan through 2034, directing nearly €3 billion toward technological modernization to expand manufacturing's share of GDP.

However, business leaders and analysts cautioned that state funding and EU resources cannot maintain growth indefinitely. Mislav Balković, president of the Croatian Employers' Association, stressed that private enterprise must drive expansion and warned that labor productivity lags behind rising employment costs. Meanwhile, former economy minister Ljubo Jurčić noted that despite 22 consecutive quarters of GDP growth, momentum is decelerating, leaving the economy "without an engine and without a rudder."
