Ceuta president urges migrant returns as military involvement triggers cabinet rift

Ceuta President Juan Vivas called for urgent migrant returns to Morocco as army border detentions spark tensions between Spain's Interior and Defense ministries.
Ceuta President Juan Vivas stated that between 8,000 and 11,000 migrants remain in the Spanish enclave, calling the ongoing crisis "unsustainable" and demanding immediate returns to Morocco alongside a deployment of 1,000 additional security personnel.
In response, Spain's Interior Ministry affirmed that existing border infrastructure is "sufficient," highlighting 79 million euros invested in Ceuta and Melilla border security since 2019 and ruling out immediate troop additions. Meanwhile, army units, including La Legión, have directly detained and transferred groups of migrants to the border for removal, causing political friction between the Interior and Defense ministries. Regional leadership continues to urge Madrid to secure the enclave's borders and accelerate diplomatic resolutions with Rabat.
