Ceuta migration crisis triggers political friction and debate over border security

Ceuta President Juan Vivas demands border reinforcements as tensions rise over migrant returns and inter-ministerial disputes in Madrid.
The political and security situation in Ceuta remains tense as local authorities and the Spanish central government manage the ongoing fallout from recent mass migrant arrivals. Ceuta President Juan Vivas estimated that between 8,000 and 11,000 migrants remain in the enclave, describing the circumstances as "insostenible" and calling direct returns to Morocco the "única salida". Vivas requested 1,000 additional security personnel to bolster border defenses.
In response, Spain's Interior Ministry rejected immediate reinforcements, deeming existing containment measures "suficientes" and highlighting €79 million invested in Ceuta and Melilla since 2019. Meanwhile, reports revealed internal friction between Spain's Defence and Interior ministries following alleged military detentions and direct border returns of migrants.
