Kyiv expands winter contingency plans while experts question preparedness
Kyiv authorities are expanding winter contingency plans while former officials warn that equipment procurement delays undermine the capital's energy resilience.
Ukrainian government officials and Kyiv municipal authorities are expanding emergency preparations as Russian attacks on energy infrastructure escalate. Prime Minister Serhiy Koretskyi stated that central authorities are coordinating with local leadership to build protective structures around vital energy sites and organize potential evacuations for residents with reduced mobility. Additionally, the Kyiv City State Administration urged citizens to stockpile food, water, and emergency power reserves.
However, analysts and former officials expressed severe doubts regarding the capital's actual readiness. Serhiy Sukhomlyn, former head of the State Restoration Agency, warned that Kyiv is effectively forced into "a warm winter and the inaccuracy of Russian strikes." Furthermore, media reporting indicates that municipal procurements for backup power systems face severe delays, with completion timelines extending into March 2027.
