Escalating Russian attacks have triggered new civilian evacuations across Ukraine as July casualty figures reach their highest levels since early 2022.

Escalating Russian aerial bombardments across Ukraine have heightened humanitarian pressures, prompting regional officials to urge civilian evacuations. In Kherson, Governor Oleksandr Prokudin advised residents to leave ahead of anticipated winter heating and electricity shortages. Concurrently, the transit hub of Lozova continues to receive 250 to 300 displaced civilians daily from the Donetsk region.

The displacement surge follows significant civilian casualties, including a double strike on a Kryvyi Rih shopping centre that killed at least 14 people and injured over 120. Official figures indicate July was the deadliest month for civilians since early 2022, with at least 437 deaths. As President Volodymyr Zelenskyy reiterates calls for Western air defence systems, authorities are running street patrols to track down an estimated two million men avoiding military service.
