Rising diplomatic friction with Norway and Ukrainian drone strikes near Moscow underscore narrowing strategic options for the Kremlin.

Tensions across Northern Europe remain heightened as Kremlin officials step up rhetoric against Norway following recent NATO exercises and the seizure of a Russian vessel. President Vladimir Putin accused Oslo of "state terrorism," prompting Norwegian Prime Minister Jonas Gahr Støre and King Haakon to urge public readiness while maintaining calm.

Simultaneously, Ukrainian drone strikes targeted a primary oil refinery near Moscow, with Kyiv asserting the operation disabled more than half of the facility's refining capacity. Defence analysts observe that although Russia can sustain its war effort logistically, its strategic choices are shrinking. As European policy remains tied to a Russian defeat, Moscow is taking higher operational risks to maintain its ambitions.
