Russian strikes cause widespread displacement and energy damage in Ukraine, driving civilian evacuations as authorities ramp up military conscription.

Escalating Russian drone and missile strikes across Ukraine are driving severe infrastructure damage and a surge in civilian displacement. Authorities in Kherson have urged families and elderly residents to leave the city ahead of expected winter outages, while reception hubs like Lozova are managing hundreds of daily arrivals from the eastern front.

Civilian casualties reached their highest monthly level since early 2022, exacerbated by recent attacks such as a strike on a Kryvyi Rih shopping center that left at least 14 dead and over 120 injured. As Ukrainian President Volodymyr Zelenskyy repeatedly requests additional air defense systems from Western allies, military officials are stepping up street-level conscription efforts targeting an estimated two million men avoiding service.
