German local authorities report severe gaps in disaster preparedness

A survey of 266 German districts and cities highlights staffing shortages, financial deficits, and structural gaps in disaster management capabilities.
A nationwide survey conducted by investigative outlet Correctiv reveals significant vulnerabilities in Germany's local emergency preparedness. Out of 401 administrative districts and independent cities contacted, 266 provided detailed assessments of their readiness for potential disasters.
Local administrations highlighted three main challenges hampering their crisis response capabilities: acute staffing shortages, inadequate funding, and structural gaps in operational infrastructure. Municipal officials indicated that these shortcomings limit their capacity to manage extreme climate events and disasters effectively, pointing to operational challenges faced during recent emergency incidents such as those in the Rheingau-Taunus district in Hesse.
